Proposal Specifications for RFP
December 12, 2007

Up to 12 schools are requesting a bid to purchase the following items for their school district.  Upon receipt of the RFP, each school district will make a decision to contract for the purchase of said item(s) for their district. 

Any vendor may submit an RFP for any item or items that are listed within this proposal.

All items listed in the specifications for the RFP meet the eligibility requirements for "All Internal Connections" as outlined in the USAC Schools and Libraries. As part of contract for purchase, a clause must be included that each any participating school district has the right to reject said contract for item(s) if ERATE for 2008-09 from the Universal Service Fund is not approved for said item(s).

Contract approval date by each interested district will be approved no sooner then January 10, 2008 and no later then February 7, 2008.

Item Descriptions:

CODEC 1: A CODEC ('coder/decoder') will produce a codec output and compresses and decompresses audio and video signals. This CODEC must meet these minimum standards:

* High Definition (HD)
* Capable of supporting up to two HD cameras
* Include a bid option for two HD cameras
* Multipoint capability.
* Content sharing capability


Routers - Routers are switching devices that can act as an interface between two networks and connect different segments, such as departments or floors in a building. Functionally, routers select the routing path for traffic, may provide features such as load balancing, and can provide trouble-shooting diagnostic capabilities.  Specifications include:

  • Minimum of 170,000 packets per second
  • Modular WAN
  • Minimum Dual Ethernet Ports
  • Comparable to Cisco 3825 or 2851 router specifications

Network Switches: A switch is a mechanical or electronic device that completes or breaks an electrical path or that selects the paths for communication. More specifically, network switches provide capability similar to a network hub but provide a dedicated bandwidth at each network port, rather than shared bandwidth among all ports.  
  • Layer 2 Switch
    • Fully managed layer 2 fast ethernet switch with the ability to handle two (2) Gig copper or fiber ports.
    • Minimum of 20 fast ethernet ports
    • Compariable models include HP 2510-24 or HP 2810-24G or HP 2810-48G

  • Layer 3 Switch
    • Fully managed layer 3 fast ethernet switch with the ability to handle two (2) Gig copper or fiber ports.
    • Minimum of 20 fast ethernet ports.
    • Compariable models include Cisco 3560

Firewall:
  • Minimum of three (3) fast ethernet ports.
  • Stateful performance packet inspection able to handle major internet protocols:
    • H.323
    • SIP
    • HTTP
  • Offers VPN with IP Sec and/or SSL protocols.
  • Must be able to do QOS, NAT, and IDS
  • Must be able to handle traffic up to 300 workstations.
  • 802.1q compliant
  • Compariable models include Cisco ASA 5510
