ESU 10 RFP 2008 - FAQ

Question 1:
Can ESU 10 provide the list of schools in the RFP appendices in Excel format?

Question 2: 
What is the difference between Section 2 & Section 3 of the RFP?
Answer 2:  Section 2 requests a level of service that meets the minimum bandwidth requirements set by Network Nebraska for LB 1208 incentives and equipment reimbursements.  Section 3 requests lower bandwidth amounts and includes one additional school.


Question 3: 
Section 4 of the RFP request Internet Access for schools - how is this intended to be provided and allocated as dedicated bandwidth through the regional or state network?
Answer 3: 

Any provider responding to this section may  propose and Internet access and transport at one of the a network points (see Appendix  D for locations);  ESU 10 would work with the vendor and specific school(s) to dedicate access and route their traffic through the backbone and to the Internet access point installed. 

A vendor may also offer Internet access to schools through existing statewide agreements and ESU 10 would work with the vendor and state to dedicate and route traffic to the designated access point. 

ESU 10 uses a traffic shaping device on the backbone to prioritize traffic and guarantee dedicated Internet access to schools that matches their purchased amount.  All purchased Internet access by schools and ESU 10 is aggregated at a network point for all use by all schools during non-congested network conditions.

Question 4:  Do the rates have to be averaged among the group or section?
Answer 4: 
No, but if pricing that is not averaged would not be attractive to members of a group or section, then it may benefit a vendor to provide average pricing instead.  However, no guarantee has been made that any or all schools will choose the pricing.

Question 5:  What is meant by the "ability to co-locate...equipment"?
Answer 5: 
Co-locating equipment is installing our equipment in the vendors network closet or central office for the purposes of managing the network effectively or providing a service to our schools that can be done best in that location.


Question 6:  What is the list of potential equipment that could be co-located?
Answer 6: 
The equipment depends on how the network design is offered and how it affects the delivery of our existing services.  Internet filtering is the most likely application needing co-location which could include a rack-mount server (1U), Ethernet Tap, (1U), remote access console, and uninterruptible power supply (if necessary).  Additional equipment could include remote monitoring server (1U or desktop), Ethernet switch (1U), and router (3-4 U).

We will work with any vendor to find alternatives and minimize the need for co-location as it would increase our costs and hinder our ability to locally manage the services we provide.
